Richard T. Judy has dedicated over twenty-seven years of service to the Federal Government. Prior to his federal service he was with state, local, and private agencies. The majority of his career has been devoted to Corrections.
Mr. Judy began his federal law enforcement career as an officer with the Federal Bureau of Prisons (BOP) at the United States Penitentiary Terre Haute Indiana in 1989. He spent thirteen years with the BOP holding a multitude of positions ascending in rank. He also served as an instructor in the field on a variety of disciplines, such as Use of Force, Defensive Tactics, Chemical Munitions, Intermediate Weapons, Crowd Control, Firearms and a Special Operations Team Member. In 2001, he was assigned to the BOP Staff Training Academy in Glynco, Georgia where he served as an instructor and class coordinator for basic and advanced Correctional programs.
Mr. Judy joined the Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC) in 2003, accepting a law enforcement instructor position in the Physical Techniques Division (PTD). In 2005, he became a senior instructor in PTD, where he maintained oversight of several law enforcement topical areas to include Arrest Techniques, Defensive Tactics, Physical Fitness Coordinator, First Aid and CPR, Water Borne Arrest, Water Borne Tactics and Survival, Chemical Munitions, Crowd Control, and Baton Techniques. He delivered instruction to uniformed officers and special agents in the three basic entry-level programs. Mr. Judy also research, developed and revised advanced programs and instructor programs.
Mr. Judy assumed a position in the Training Management Division (TMD) as a Program Specialist in 2007 where he managed training programs for more than 90 federal agencies. He was promoted to the Branch Chief of the Center Integrated Programs in 2008. In 2011, he was selected as the first ever Law Enforcement Program Administrator for the FLETC. In that role, he maintained oversight of all policies and procedures governing the FLETC in the area of program management.
In 2013 Mr. Judy was promoted to his current assignment as the Division Chief of the FLETCs Training Management Division. As the Chief of TMD, he has the management oversight of over 700 programs offered by the FLETC and their 96 Partner Organizations.
Mr. Judy is a certified assessor for the Federal Law Enforcement Training Accreditation Office and a Master Level Instructional Systems Design practitioner and has delivered training course for Calibre Press.
