Samuel Jines

Captain Samuel Jines is a highly respected Correctional Captain with over a decade of distinguished service at the Davidson County Sheriff’s Office in Nashville, Tennessee. He currently manages 12 supervisory staff and nearly 80 full-time sworn deputies, ensuring operational excellence across multiple correctional units.

His extensive experience includes direct and indirect supervision, restrictive housing, medical units, and booking operations. He has managed facilities housing both male and female populations, including pre-trial and post-trial detainees, demonstrating a thorough understanding of the complexities of modern correctional environments.

Captain Jines holds a bachelor’s degree in leadership science with a minor in Pre-Law from Austin Peay State University and is currently pursuing his master’s degree in the same field. He is a Certified Jail Manager through the American Jail Association (AJA). He contributes to national standards as a member of both the Jail Guidelines Committee and the Resolutions Committee of the AJA.

A graduate of the National Jail Leadership Academy, Captain Jines is also a published author on correctional leadership, with several articles in American Jails (AJA) and Corrections Today (American Correctional Association).
